More Support for Students with Disabilities

On 3 May 2011, the Prime Minister, the Hon Julia Gillard MP, announced the More Support for Students with Disabilities initiative.

Under the More Support for Students with Disabilities initiative, the Australian Government is providing $200 million additional funding to government and non-government education authorities to support their work with students with disability and/or learning difficulties. This is a short-term initiative being delivered over the 2012 and 2013 school years.

This initiative allows education authorities to use the funding to increase support for students with disability by building the capacity of schools and teachers to better meet students’ individual needs. Education authorities have the flexibility to select a range of activities that will best support students, teachers and schools in their jurisdiction. These activities may include the provision of coordinated services by health specialists within a school (e.g. occupational therapy), adapting  curriculum to students needs based on the latest expert advice and provision of assistive technology to support students’ learning in the classroom.

Funding to government education authorities will be provided under a National Partnership Agreement, with funding to the non-government education authorities being provided by aligned funding agreements. Each education authority will set out their selected activities and how they will achieve the objective and outcomes of this initiative. Following approval by the Australian Government, state and territory government Implementation Plans will be made available on the Federal Financial Relations website.

The Prime Minister, the Hon Julia Gillard MP and the Premier of NSW, the Hon Barry O’Farrell MP, jointly announced the NSW Government signing of the National Partnership for More Support for Students with Disabilities on 24 January 2012. As at 30 April 2012 all jurisdictions have signed the agreement.

1. Federal Education Grant:

6. Medical Bills Payment:

Senior citizens and disabled people are given assistance to pay the medical bills, doctor fees and hospital charges. Under the new Medical Bill Debt Reduction Program, any individual can reduce the medical expenses after the foundation negotiating with hospitals or doctors to reduce the charges.

7. Children Health Insurance Plan:

The federal government has Insure Kids Now program in which children of eligible low income group workers are provided health insurance for low cost or for free.

8. Childcare Financial Assistance:

For qualified low income families some financial assistance in the form of grant is allowed for meeting child care expenses.

9. Veterans Health Benefits and Services:

This health insurance provides medical and hospitalization expenses to qualified individuals

Although every single person carries the potential of becoming disabled every second, most people are not aware of this fact. Therefore, most facilities and services are arranged in a way that only people who are not disabled can benefit from them and this puts disabled people in difficult conditions in their daily lives. However, in the field of education, the situation is a little different. There are many scholarship schemes that are generated specifically for disabled people. With the financial assistance these people can get from different institutions, they can get the education they want without spending too much money. Here are some of these college grants for disabled students.

The National Federation of the Blind is one institution that provides scholarships and grants to blind people. The Dr. Jacob Bolotin Award Program is one of the programs offered by the federation. With this award a total of $50,000 will be allocated. National Federation of the Blind Scholarship Program has a wider scope. Within this program, there are 30 scholarships available ranging from $3,000 to $12,000 for each student winning the scholarship. The scholarship program is available to students residing in the United States, the District of Columbia, or Puerto Rico.

National Association of the Deaf is another institution with scholarship programs for disabled students, this time addressing the deaf. The Stokoe Scholarship offered by this association is available to graduate students who are studying sign language or the deaf community. For the deaf, it is also possible to go to a university specifically designed for them, Gallaudet University. The university also provides assistance to its students as they seek financial aid.

Other than associations and universities specifically for the disabled, there are societies which have grants for them as well. P Buckley Moss Society is one of them. There are three scholarship schemes at this society to which disabled students can apply. These are Judith Cary Memorial Scholarship, Anne and Matt Harbison Scholarship, and P. Buckley Moss Endowed Scholarship. The awards range from $1,000 to $1,500 and are awarded to either high school seniors or those students who are working towards a degree in Special Education at undergraduate or graduate level.

American Association on Health and Disability also has scholarships for students with disabilities. What is different at this association is that all disabled students can apply if they fulfill other requirements. In other words, what your disability is is not important when making an application at American Association on Health and Disability. Students are awarded $1,000. Other eligibility criteria for this scholarship include being a high school student and being enrolled in or accepted by a 4-year university or a graduate program on a full-time basis. Applicants also need to document their disability.

Assistance for Indian Children With Severe Disabilities
The U.S. Department of the Interior provides grants to children with disabilities who are enrolled in a federally-recognized American Indian or Alaskan Native tribe or whose parents are enrolled in such a tribe. The grant funding provides special education to disabled children in Indian tribes as well as other services a child might need to access education, such as interpreters and equipment.

IDEA Grants to States
Under the Individuals With Disabilities Education Act (IDEA), every child in the U.S. is entitled to a "free and appropriate" public education. To ensure the needs of disabled children are met, the U.S. Department of Education provides grants to states so that their school districts can supply education to disabled children.

Although parents and children are not directly eligible for IDEA grant money, they are eligible for assistance schools provided with IDEA grant money and may also participate in training programs funded by the Department of Education to help them understand and get the most out of the resources available through IDEA grants.Veterans' Children with Spina Bifida

Children with spina bifida who have at least one parent who served in either Vietnam or Korea may be eligible for grant money through the U.S. Department of Veterans' Affairs. The grant is paid as a monthly allowance. The amount of the allowance depends on the severity of the child's condition. To qualify, a child's parent must have served in Vietnam between January 9, 1962 and May 7, 1975 or in the Korean DMZ between September 1, 1967 and August 31, 1971.

Grants for children of Korean War veterans are only available if the parent was exposed to herbicides during his or her service. The grants do not cover children with spina bifida occulta.

Disability Benefits for Children

Disabilities in children could range from conditions like Autism, Cerebral Palsy or Down Syndrome. So also, children might fall in the category of 'At Risk' which includes pre-term, emotional and behavioral problems. These problems lead to a distinct lack of stimulation in them, which can affect their overall growth and development. These conditions are not confined to medical problems alone but could also include behavioral and learning disorders.

It is generally difficult to get disability benefits for children. This is because the primary criteria and the conditions of the child on which these benefits are sought may change. For example if a child has an attack of asthma, it will hamper his growth and development. This will prevent him from participating in the normal day-to-day activities like other children (making him applicable for the disability benefits). When such a child applies for a SSI (Supplemental Security Insurance) disability procedure, the severity of the attack might be high at that point of time. But by the time it comes to the hearing stage, the grimness of the situation might have lessened or the child may have responded positively to medication. However, if the disabilities are something like Autism then that leaves no room for doubt.

It is generally misconstrued that there are no programs that cater to the needs of disabled children. This is not true. The Social Security Administration (SSA) offers two programs that work towards providing benefits to these children with disabilities. Income

Payment
The payments to the disabled children are made on a monthly basis. These payments continue till the time the child turns eighteen. After which they are discontinued under the children's disability program because then the policy is evaluated under the adult listing category. The amount of payment depends on the family income.

Criteria
A child is considered disabled if his condition is such that he cannot involve himself in age appropriate activities like playing, etc. It therefore confines his functionality. This condition should last for a minimum of 1 year or should be expected to lead to death.

Prior to a hearing for availing disability benefits for children, the attorney will gather copies of a child's IEPs (Intensive English Program), achievement and testing reports, grade reports and fill out questionnaires from the child's teachers.

Reviewing Conditions
The condition of the child is reviewed by the Social Security Administration (SSA) every 3 years. This is done in cases when the child's condition is expected to improve. Thus reviewing becomes necessary because if the child's condition improves then he would no longer be applicable for the same.

Adult Status
The Social Security Administration reviews the condition of the child when he officially becomes an adult (18 years). If the child is still considered disabled, then adult SSDI benefits will be continued to be given. In that case all the benefits applicable in case of 'Adult SSDI benefits' shall apply. For example, these benefits are given to those who have been regularly paying the social security taxes and have become disabled recently.

Other Conditions
A child may also get these benefits if his parents were receiving the disability benefits and have died. These are called 'adult child' benefits. These benefits are given to those who have become disabled before they turned 22, thus being unable to build a work record. In such a case, where the parents have been paying social security taxes, the SSA grants these benefits as an insurance coverage for those services. It is considered as a child's benefit because it is paid as a part of the parents social security taxes.

When a child becomes eligible to receive SSI benefits he will be automatically enrolled for the Medicaid program of your state. This program will help you to make payments and afford the prescription medicines and/or other medical expenses involved. One can also see if there is a possibility to qualify for food stamps, which will go a long way in helping one out.
